Audrey Tang is Taiwan's Cyber Ambassador and served as the country's Digital Minister from 2016 to 2024, becoming internationally recognised for pioneering approaches to digital democracy, civic participation and technology-enabled governance, including Taiwan's widely praised COVID-19 response. She is now a Senior Accelerator Fellow at Oxford's Institute for Ethics in AI, where she develops civic AI as a practical alternative to what she calls extractive "data oil" relationships with big tech, arguing instead for data as soil: collectively stewarded, locally governed and used to train models that serve the communities they come from.

Her work includes bridging algorithms that reward common ground between people who disagree rather than the outrage that typically drives engagement, an approach credited with helping reduce deepfake scam losses on Taiwanese social media by more than 94% in 2025. She also builds and studies Kami, small, steerable, locally-run models tuned to serve a specific family, community or institution rather than a distant platform, including one she and her collaborators built for her own father.

Audrey's six-part framework for trustworthy AI, the 6-Pack of Care, sets out attentiveness, responsibility, competence, responsiveness, solidarity and symbiosis as the conditions under which technology can strengthen rather than concentrate trust in a community.
